The Mayor called the meeting to order at 7:00 p.m. 

  • 2023-01-001 It was moved and seconded

    THAT the Regular Council Meeting Agenda of January 3, 2023 be adopted.

  • 2023-01-002 It was moved and seconded

    THAT the Regular Council Meeting Minutes of December 20, 2022 be adopted.

    Carried.

Robyn McAuley, Jensen Road
Ms. McAuley voiced her concerns about the safety of Beaver Lake Road.

The Mayor asked if there were any further comments from the gallery a first, second and third time. There were none.

Mathew Isabelle, MJI Contracting 

Mr. Isabelle stated the homeowner does have plans to install solar panels. He confirmed the rainwater will go into the drainage corridor that is being proposed.

  • 2023-01-003 It was moved and seconded

    THAT Development Permit DP2021-006-C for property located at 1809 Lakestone Drive, legally described as Lot 1, Section 4, Township 20 Osoyoos Division Yale District Plan 12881, Roll 2188000 to permit a single family home renovation and an addition be approved.

    Carried.

Grant Application

  • 2023-01-004 It was moved and seconded

    THAT a grant application be submitted to the Ministry of Jobs, Economic Recovery and Innovation for creating an integrated land use, transportation and infrastructure plan that connects the Town Centre and Woodsdale neighbourhoods.

    Carried.

Capital requests for Council’s early consideration

  • 2023-01-005 It was moved and seconded

    THAT the following Capital Projects be given early approval to allow expenditure prior to adoption of the 2023-2027 Financial Plan:

      1. Robinson Road Construction
      2. Woodsdale Corridor Construction
      3. 6th Street East Road and Drainage Renewal
      4. Woodsdale Indigenous Cultural Centre & Nature Park Construction
      5. Fire Apparatus iPads
      6. Infrared Sauna (removed for separate consideration)
      7. LockBox Upgrade
      8. Personal Protective Equipment
      9. Safe Work Procedures
      10. Irvine Booster Station
      11. Okanagan Centre Watermain Replacement
      12. Okanagan Lake Pump House Pump Repair
      13. Robinson Road Corridor Water Upgrades
      14. City of Kelowna Effluent Connection

  • 2023-01-006 It was moved and seconded.

    THAT the Capital Project titled Infrared Sauna be given early approval to allow expenditure prior to adoption of the 2023-2027 Financial Plan.

    Carried.

Councillor McKenzie noticed some rocks have fallen along Pelmewash Parkway and he expects we will receive calls about them. He expressed his displeasure with the current transit system and noted the current wait times make the system not usable for most people. He noted the numerous water breaks over the cold snap. Councillor McKenzie reminded the community to obey speed limits in school zones.

Councillor Brett wished everyone a Happy New Year. As a new Councillor that asks many questions, she thanked the public for their patience. Councillor Brett agreed with Councillor McKenzie with respect to the local transit system and thinks it is a priority to bring up to higher levels of government. 

Councillor Patel echoed the Happy New Year greeting. He gave kudos to the road maintenance contractor for the amazing job they do. 

Councillor Reed echoed Councillor Patel's comments. She thanked the firefighters that were on standby rescuing vehicles on the snowy day last month.  She reminded the community about the Budget Town Hall being held on January 31st. Councillor Reed stated it is important for staff and Council to hear from the community. 

Youth Councillor Haji reminded the community about the parent sponsored Grad Bottle Drive Saturday, January 7th from 10:00 a.m. - 3:00 p.m. The Lake Country Bottle Depot has an account called Dry Grad 2023 set up if anyone has bottles they wish to donate at another time.

Mayor Ireland echoed the comments about the outstanding road cleaning and the insufficient transit system we have.
