    THAT the Regular Council Meeting Agenda of July 16, 2024 be adopted.

    THAT the Regular Council Meeting Minutes of July 2, 2024 be adopted.

    THAT the Special Council Meeting Minutes of July 4, 2024 be adopted.

The annual self-guided Carr’s Landing Art Tour is taking place July 27 & 28 as well as Aug 3 & 4.  

Rezoning from RR3 – Rural Residential 3 to RM5 – Medium Density Multiple Housing

    THAT Zoning Amendment (Z0000276) Bylaw 1239, 2024 be read a first, second and third time;

    AND THAT prior to adoption, the applicant enter into a rental housing agreement with the District to secure rental units on the subject properties for a 10 year term;

    AND THAT prior to adoption, the District secure a minimum of 2.4 m wide road dedication along 11615 Bottom Wood Lake Road.

    Main Motion Carried as Amended.

    AND THAT the main motion be amended to include:

    AND FURTHER THAT as a condition of zoning, a third-party review be required by suitably qualified professionals to determine the impacts of: the proposed construction on the permeability of surfaces, and flood construction levels used.

    The main motion as amended reads as follows:

    THAT Zoning Amendment (Z0000276) Bylaw 1239, 2024 be read a first, second and third time;

    AND THAT prior to adoption, the applicant enter into a rental housing agreement with the District to secure rental units on the subject properties for a 10 year term;

    AND THAT prior to adoption, the District secure a minimum of 2.4 m wide road dedication along 11615 Bottom Wood Lake Road; 

    AND FURTHER THAT as a condition of zoning, a third-party review be required by suitably qualified professionals to determine the impacts of: the proposed construction on the permeability of surfaces, and flood construction levels used.


The proposed bylaw would allow for a bare land strata subdivision of an existing parcel zoned DC5 – Direct Control 5 (Crystal Waters)

A Non-Farm Use Application to allow special events in a farm building on a property in the Agricultural Land Reserve

Daniel Alfred | Applicant
Mr. D. Alfred addressed Mayor and Council regarding their intentions for the property.  He discussed the spaces available for parking, the applicants willingness to provide someone stationed at entrances for events ensuring that cars are not turning inappropriately, options to limit the number of cars at events and the economic benefit of the events to the community.

Peter Palma | Cheeseman Road
Mr. Palma addressed Mayor and Council regarding the use of Cheeseman Road for events at 1090 Camp Road.  Mr. Palma noted his concerns with events at the subject property including traffic, dust, noise and trespassing and asked that the entrance to the property be considered off of Camp Road.

Jagdeep Alfred | Applicant
Mr. J. Alfred addressed Mayor and Council regarding the above noted application, and discussed efforts carried out with neighbours to mediate the use of his property for events.

  • 2024-07-148 It was moved and seconded

    THAT Agricultural Land Reserve ALR00178 application for Non-Farm Use on the property at 1090 Camp Road, legally described as LOT 4 SECTION 20 TOWNSHIP 20 OSOYOOS DIVISION YALE DISTRICT PLAN 1657, Roll 02763.000 be supported;

    AND THAT ALR00178 application for Non-Farm Use be forwarded to the Agricultural Land Commission;

    AND THAT concurrent to the application being forwarded to the ALC for consideration, staff be directed to investigate and report back on conditions that may be implemented to mitigate the impacts of the proposed use.

Renewed Community Works Fund Agreement is ready to be entered into with the Union of British Columbia Municipalities (UBCM).

    THAT the Mayor and Corporate Officer be authorized to sign the 2024-2034 Community Works Fund Agreement with the Union of British Columbia Municipalities under the Administrative Agreement on the Canada Community-Building Fund on behalf of the District of Lake Country

Update the Water, Sanitary Sewer, Drainage and Mobility Development Cost Charges (DCCs) in the DCCs Bylaw

Councillor Reed addressed her notice's of motion.  She thanked everyone who attended the Carr's Landing Water Servicing Strategy Open House, and encouraged anyone with questions to visit Let's Talk page and review its great resources.

Councillor Lewis noted he has found it very helpful in reducing stress to prepack an evacuation bag during this heat wave.  He suggested members of the community do the same to be prepared during this fire season.

Councillor Patel wished everyone a nice break until the next Council meeting.  He noted it is nice to be back in Council Chambers for this meeting.

Councillor McKenzie congratulated the great work done for Carr's Landing Water Servicing Strategy Open House, which was well attended.  He recognized the Bylaw department for their work in Oyama along Pelmewash Parkway regarding parking.  He reminded community members to respect one another during this busy season.

Councillor Irvine recognized the Parks Department for the extra garbage and recycling bins in Oyama.  Tourists are using them, and less garbage is being littered.

Councillor Brett made a notice of motion to be considered at the next Council meeting (Item 14.3). She noted the Carr's Landing Water Servicing Strategy Open House was very well executed and attended.

Mayor Ireland suggested community members visit cordemergency.ca for the FireSmart BC Last Minute Checklist, and encouraged individuals to sign up for their alerts. He reminded citizens to pack out what they pack in to the beach, in an effort to keep the beaches clean.  He recognized the amount of effort given to execute Live! In Lake Country, and noted the recent events have been great.

Main Street Tax Revitalization Bylaw 853, 2013.

    THAT staff be directed to review and update Main Street Tax Revitalization Bylaw 853, 2013 with the goal of ensuring the Main Street revitalization tax exemption program continues to support the growth and development of Main Street in a manner that reflects current economic realities and community needs.

Fire density Development Cost Charge (DCC) review.

    THAT staff be directed review the current density bonusing (fire facilities and equipment reserve) fee and investigate other opportunities to fund fire services as a result of growth in the community and report back to Council.

  • THAT staff be directed to bring back a report regarding the further impact to increased density and impermeable surfaces in the Woodsdale neighborhood. The impacts should consider the Water Quality and Water Quantity in Wood Lake, Winfield Creek, and Middle Vernon Creek. Considering update to the drainage plan from 2002 with new density projects and include water quality impacts. 

The Mayor adjourned the meeting at 9:36 p.m.
