The Mayor called the meeting to order at 9:59 p.m. 

  • 2024-11-193 It was moved and seconded

    THAT the Regular Council Meeting Agenda for November 5, 2024 be adopted with the following amendment:

    • Item 6.1 Lake Country Community Policing Delegation be rescheduled for a future meeting.

    THAT the Regular Council Meeting Minutes of October 15, 2024 be adopted.

    Carried.

The Oyama branch #189 of the Royal Canadian Legion will be hosting a Remembrance Day Service on Monday, November 11th. Please be seated by 10:30am in the George Elliot Secondary School Gym. Everyone is welcome, and an ASL Interpreter will be provided. A procession to the cenotaph will follow the ceremony. There will be a Public Open House will be held at the Legion located at 15712 Oyama Rd.

Rezoning from RR2 – Rural Residential to RU1 – Small Scale Multi Unit Housing

    THAT Zoning Amendment (Z0000265) Bylaw 1242, 2024 be read a first, second, and third time;

    AND THAT prior to adoption, the District secure a road reserve covenant and associated right-of-way on title of the subject property to allow for future road network construction.

OCP and Zoning Bylaw Amendment to facilitate proposed Westpoint Apartment Housing

    THAT the Regular Council Meeting of November 5, 2024 continue past 11:00 p.m.

  • 2024-11-197 It was moved and seconded

    THAT Official Community Plan Amendment (OPZ00002) Bylaw 1247, 2024 be read a first and second time and forwarded to a public hearing;

    THAT Zoning Amendment (OPZ00002) Bylaw 1248, 2024 be read a first and second time and forwarded to a public hearing;

    AND THAT prior to adoption, the District secure, via registered covenant, a monetary contribution for off-site transportation network infrastructure upgrades.

    Carried.

Preview of the 2025-2029 Financial Plan including process and public engagement plan

Brought forward for third reading following the Public Hearing.

    THAT Zoning Amendment (Z0000268) Bylaw 1245, 2024 be read a third time.

    Carried.

Councillor Patel thanked the public for engaging in the Public Hearing this evening.

Councillor Brett noted the following events at Okanagan Centre Hall:

  • Okanagan Centre Christmas dinner and dance on December 7th;
  • Enchanting Holiday Gathering on December 8th; and
  • A Holiday Market on December 15th.

Councillor Irvine thanked the community for their attendance at the Public Hearing.

Councillor McKenzie thanked Staff organization of the Public Hearing, and was thankful to attend virtually.  He hopes to see the fellow Councillors at Remembrance Day Ceremonies.

The Mayor thanked community members for respectful comments at the Public Hearing and appreciated their attendance.

    THAT staff be directed to send a letter to Canadian Radio-Television and Telecommunications Commission (CRTC) regarding the loss of our local programming.
