The Mayor called the meeting to order at 7:00 p.m.

The Winter Family Gathering Traditional Pow Wow will be held November 23rd at Winfield Memorial Hall from noon to 7 pm with the Grand Entry at 1 pm.


On December 3, 2024 Council will start their Regular Council Meeting early at 5:30 p.m. to begin budget discussions. In order to start the meeting ahead of the scheduled time, a Council resolution is required.

OCP and Zoning Amendment to facilitate a vineyard, winery, event centre, restaurant, and accommodations.

    THAT first reading of Zoning Amendment (Z0000257) Bylaw 1156, 2021 be rescinded and the bylaw be closed;

    AND THAT Official Community Plan Amendment (OPZ00003) Bylaw 1249, 2024 be read a first time;

    AND THAT Zoning Amendment (OPZ00003) Bylaw 1250, 2024 be read a first time.

    THAT Zoning Amendment (OPZ00003) Bylaw 1250, 2024 be amended by:

    • clarifying the language regarding the number of sleeping units for the winery tourist accommodation

    • reducing the height requirement for all dwelling units from 10m to 9.5m.

Development Variance Permit to authorize construction of a residential dock

    THAT Development Variance Permit DVP00377 (Attachment A in the Report to Council dated November 19, 2024) for the property at 12892 Pixton Road (Roll 02997.000; PID:009-444-301) to allow construction of a dock be approved.

    Carried.

To authorize outdoor and indoor storage of recreational vehicles, one residential security operator unit, minor service (with restrictions), and boat sales for up to three years.

Mr. Begoray addressed Council and answered questioned regarding the proposed application.

Brandon Spear | Shoreline Dr
Mr. Spear noted his opposition to the proposed application.

Andrew Spear | Cliffshore Dr
Mr. Spear noted his opposition to the proposed application reading a section of the building code.

Carter Spear | Middleton Court
Mr. Spear noted his concern for increased water traffic and stated his opposition to the proposed application.

The Mayor asked if there were any further comments from the gallery.  There were none.

Paul Spear | 
Mr. Spear addressed council and asked that if the proposed application does go though, the launch ramp updated by the applicant.

    THAT members of the gallery be permitted to address Council in consideration of Item 7.4 Temporary Use Permit |  TUP00105 | 15660 Oyama Road.

    THAT Temporary Use Permit TUP00105 (Attachment A to the report dated November 19, 2024) for the property at 15660 Oyama Road (Roll 1878000; PID 009-973-656) to allow the temporary land use of outdoor and indoor storage of recreational vehicles, one residential security operator unit, boat sales, and minor service (with restrictions) be approved for 2 years.

    Main Motion Carried as Amended.

    AND THAT the applicant be required to record and report back to staff on all boat launch use, boats stored on site, and boat sales.

Adoption of the 2025 Regular Council Meeting Schedule.

    THAT the 2025 Regular Council Meeting Schedule, Attachment A to the report dated November 19, 2024, be adopted;

    AND THAT the schedule be posted and advertised in accordance with the Community Charter.

Councillor Reed thanked the Lions, Rotary Club and Lake Country Fire Department for the fireworks at Beasley on Halloween.  She also thanked everyone who attended the service on Remembrance Day.

Councillor Patel echoed Councillor Reeds comments regarding Remembrance Day.  He had the honor of laying the wreath on behalf of Lake Country, and it was great to see the community together.

Councillor Brett and Mayor Ireland had the pleasure of attending a signing on an agreement between Local Governments and First Nation Governments to work together on water issues.  She felt privileged to be there, and thanked Council for their support.  Lake Country Food Bank is hosting a fund raiser on December 8th from 7pm - 9pm at Grey Monk Estate Winery.  Tickets for the event can be purchased here.

Councillor McKenzie noted the ribbon cutting for the new Food Bank building is Friday November 22nd. He is impressed how much use the new dock on Pelmewash is getting and is looking forward to more use when the weather is better.

Mayor Ireland was honored to lay the wreath on Remembrance Day in Kelowna on behalf of RDCO.  He also attended Indigenous Remembrance Day on November 8th at WFN. Mayor Ireland discussed the signing he attended with Councillor Brett and noted this was the first time since 1974 that Syilx Okanagan Nation Okanagan-Similkameen have signed an agreement together, and the first time a Municipal Government has ever signed an agreement with Syilx Okanagan Nation.  He gave kudos to Councillor Brett for her speech during the signing, noting it was amazing.  The Powwow is being held on Saturday at the Winfield Hall with the grand march beginning at 1pm.

The Mayor adjourned the meeting at 10:33 p.m.
