Call to Order

We acknowledge that we are conducting our business today on the unceded territory of squilx”/syilx (Okanagan) peoples. As a Council, we recognize the importance of doing our best to build respectful relationships that contribute to stewarding the land and waters in the community with integrity and consideration for future generations.

Adoption of Agenda

• Options:

  THAT the Special Council Meeting Agenda of January 26, 2023 be adopted.

Water Rate Increases

Seeking Council Direction for Proposed Water Rate Increases

• Options:
  1. THAT the Water Regulation and Rates Bylaw be amended as per Attachment A – 2023-01-09-Water rate increases memo scenario [as identified by Council];
  2. THAT the Water Regulation and Rates Bylaw be amended as directed by Council;
  3. THAT the water rates not be increased;
     AND THAT the Water Master Plan be revisited.

Council Authority to Approve Travel

Council authorization for members to attend various conferences and training in 2023

• Options:
  1. THAT the following members of Council be authorized to attend the 2023 Southern Interior Local Government Association (SILGA) conference:

     THAT the following members of Council be authorized to attend the 2023 Union of British Columbia Municipalities (UBCM) conference:

     THAT the following members of Council be authorized to attend the 2023 Federation of Canadian Municipalities (FCM) Conference:

     AND THAT costs incurred for the attendance of members at the 2023 FCM Conference be allocated from Council Contingency.

  2. THAT [identify elected members to attend particular conference or training opportunities which may include conferences or training not contemplated in this report].
  3. THAT no conferences or training be approved for Mayor and Council in 2023.

2023-2027 Draft Financial Plan

• Options:
  1. THAT the 2023-2027 Financial Plan Bylaw 1197, 2023 be read a first time;
  2. THAT the 2023-2027 Financial Plan Bylaw 1197, 2023 be amended as outlined by Council;

     AND THAT the 2023-2027 Financial Plan Bylaw 1197, 2023 be read a first time as amended;

  3. THAT the 2023-2027 Financial Plan Bylaw 1197, 2023 be referred back to staff.
