  • Recommendation

    THAT the Regular Council Meeting Agenda of September 3, 2024 be adopted.

  • Recommendation

    THAT the Regular Council Meeting Minutes of August 20, 2024 be adopted.

Its Back to School time, so we’d like to remind everyone to slow down when driving and watch for young people walking, cycling, skateboarding and scootering to school. 


We encourage everyone to continue to take FireSmart action by trimming trees and hedges, cleaning pine needles out of gutters around their home, and using the big blue green waste disposal bins placed around the community. The FireSmart green waste bin for the Copper Hill/Clearwater subdivision has been moved from Sherman Dr to 3774 Woodsdale Rd near the rail trail and tennis courts.


The 31st annual Lake Country ArtWalk is coming up this weekend – September 7-8 (10am-5pm) at the Community Complex at GESS and HS Grenda Middle School.  The theme this year is Art for a Changing World. Admission is still only $2.

Multiple-Unit Development Permit with Variances

  • Recommendation

    THAT Development Permit with variance DP000819 (Attachment A to the Report to Council dated September 03, 2024) for the property at 11474 Petrie Road (Roll 02395000; PID 005-460-701) to allow for a residential development be approved.

To seek Council direction on the proposed expansion of commercial uses

  • Recommendation

    THAT staff be directed to work with the owner of the property at 15660 Oyama Road (Roll No. 01878.000 PID: 009-973-656) to process a Zoning Bylaw amendment application to regulate the long-term use of the parcel for boat sales and storage.

To seek Council direction on a proposed Urban Containment Boundary adjustment

  • Recommendation

    THAT staff be directed to process the Area Structure Plan application ASP00002 for the property at 11470 Bond Road (Roll 02562.000: PID: 009-045-279) to include the subject property inside the Urban Containment Boundary under the Official Community Plan 2018-2038;

    AND THAT staff return to Council with a proposed Official Community Plan Amendment to amend Map 3 of the Official Community Plan 2018-2038 for decision.

Update on the proposed Boundary Adjustment with the City of Kelowna and request to confirm how to proceed in obtaining approval of the electors

  • Recommendation

    THAT an Alternative Approval Process (AAP) pursuant to section 86 of the Community Charter, be used to obtain approval of the electors for a boundary adjustment that would transfer 5 properties, as identified on Attachment A to the Report to Council from the CAO dated September 3, 2024, from the City of Kelowna to the District of Lake Country municipal boundaries;

    AND THAT a referral letter outlining the proposed boundary adjustment be forwarded to the RDCO and the WFN to share information and provide an opportunity for comment on the project.

Application to support the 2025 thermal imaging camera renewal and replacement costs

  • Recommendation

    THAT a grant application to the 2024 UBCM-CEPF Volunteer and Composite Fire Departments Equipment and Training stream in the amount of $40,000 to provide fund to the 2025 renewal and replacement of thermal imaging cameras be supported;

    AND THAT the District of Lake Country provide overall grant management.

  • Recommendation

    THAT Subdivision and Development Servicing Amendment (Schedule M) Bylaw 1241, 2024 be adopted.

THAT Paul Partlo be appointed to the Water Services Advisory Committee for a 3-year term;


AND THAT the appointment be declassified from confidential.

THAT staff be directed to report back on information and costs related to assuming responsibilities for the Lake Country banners currently administered by the Public Art Advisory Committee (PAAC).
