    THAT the Regular Council Meeting Agenda of November 7, 2023 be adopted with the following addition:

    • Item 17.2 Notice of Motion from Mayor Ireland, Okanagan Basin Water Board (OBWB) Calls to Action on Invasive Mussel Prevention.

Welcome Kiara Domanski, our Youth Councillor from George Elliot Secondary School.  She will be joining our Regular Council Meetings until school ends.


The Oyama branch #189 of the Royal Canadian Legion will again be hosing a Remembrance Day Service on Saturday November 11th.  Please be seated by 10:30am in the George Elliot Secondary School Gym.  Everyone is welcome, and an ASL Interpreter is provided.  A procession to the cenotaph will follow the ceremony.  Then a Public Open House will be held at the Legion located at 15712 Oyama Rd.  


The Winter Family Gathering Traditional Pow Wow will be held November 18th at Winfield Memorial Hall from noon to 7 pm.

    THAT Council approve, sending letters of support for Okanagan Basin Water Board (OBWB) Calls to Action on Invasive Mussel Prevention to the following ministers:

    • Minister of Water, Land and Resource Stewardship (B.C.)
    • Minister of Environment and Climate Change Strategy (B.C.)
    • Minister of Fisheries, Oceans and the Canadian Coast Guard (Canada)
    • Minister of Public Safety (Canada)

A Bylaw to close a portion of road and remove its highway dedication.

Proposed Tourist Commercial Zone and Associated Zoning Bylaw Amendments

Draft Zoning Amendment (C9A - Tourist Commercial) Bylaw 1212, 2023 to be considered for readings during item 11.1 was not attached to the Agenda as circulated. A hard copy was printed and distributed to Council during the Regular Council Meeting.

    THAT no public hearing be held for Zoning Amendment (Z2023-007) Bylaw 1212, 2023;

    AND THAT staff be directed to give notice of the decision not to hold a public hearing;

    AND THAT Zoning Amendment (Z2023-007) Bylaw 1212, 2023 be brought back for consideration following the required notice.

    Main Motion Carried as Amended.

To rezone a Woodsdale-area property allowing future Tourist Commercial development

    AND THAT Zoning Amendment (Z2021-002) Bylaw 1199, 2023 be forwarded to a public hearing.

Community Engagement Grant Applications

  • 2023-11-186 It was moved and seconded

    THAT the Community Engagement Grant request in the amount of $5,000 from the Friends of Okanagan Rail Trail for park development at Trewitt Point on the Okanagan Rail Trail be approved.

    Carried.
  • 2023-11-187 It was moved and seconded

    THAT the Community Engagement Grant request in the amount of $1,000 from the Lake Country Tennis Association to install an Automated External Defibrillator (AED) at Woodsdale Tennis Courts be approved.

    Carried.
  • 2023-11-188 It was moved and seconded

    THAT the Community Engagement Grant request in the amount of $5,000 from the Lakestone Community Amenities Association for the procurement of an environmental report to support the installation of a swim bay at Waterside Park be approved.

    Carried.

Review Stage 1/2 LWMP Report and proposed Financial Strategy Policies for Information

The LWMP update is presented for informational purposes, and no specific recommendations are being put forth for Council's consideration at this time.

Councillor Lewis gave background information on his notice of motion. 

Councillor Reed extended thanks on behalf of the Safer Carr's Landing Community Road Group for advocating for safer transit and safer public activity along Carr's Landing Road.  The group has had strong support from the District's road and fire team.  She thanked staff for being open to discussion and sharing information.  She hopes this leads to more road safety.  Councillor Reed thanked staff and members of the agricultural community who came to the Water Availability Workshop on November 4, 2023.  It was a well organized meeting with great community engagement.  She thanked the Regional District of the Central Okanagan for enabling Kopje Park to be an off leash dog park for the winter, as well as Kaloya Park where dogs will be permitted on leash.  She encouraged members of the community to volunteer to monitor parks.  She thanked Jomae Arts for the new mural on the side of the Winfield Memorial Hall, and for the Public Art Advisory Commission for their support of the new community mural.  Councillor Reed looks forward to being at the Remembrance Day service on Saturday and seeing the great community engagement as past years.

Councillor Brett thanked those who attended the Water Availability Workshop on November 4, 2023.  She acknowledged the ministry change recently made where water and land files were moved to the ministry of land and resource stewardship on October 20, 2023.  Councillor Brett thanked the Ministry for hearing the feedback from local government and responding. 

Councillor Patel noted Turkey Bingo will be held at the Oyama Community Club on December 1st and 2nd.  Councillor Patel noted Remembrance Day is this weekend and then the community will begin to think about Christmas.  He asked community members to consider whether they can shop and support local before going online to purchase a present.  

Mayor Ireland echoed the importance of supporting local.  He noted how great the Water Availability Workshop was on the weekend and thanked Councillor Brett for attending, and Councillor Reed for taking notes to summarize the groups efforts.  Mayor Ireland attended Ryan Donn's concert on the weekend.  It was a great concert, and Ryan is a great host.  On behalf of the Regional District of the Central Okanagan Mayor Ireland was able to tour the hospital when looking at the functions the Regional Hospital Board pays for.

    WHEREAS Development Cost Charge Bylaw 950, 2016 and Secondary and Accessory Suite Policy 09.14 requires that Development Cost Charges be collected on the construction of a secondary suite at a total value of work authorized by a permit in excess of $50,000,

    WHEREAS the required amount was set to construction dollars in 2009, construction costs have at least doubled since 2009;

    THEREFORE BE IT RESOLVED

    THAT staff be directed to report back to Council with recommendations on:

    • repealing and replacing Secondary and Accessory Suite Policy 09.104 and
    • amending Development Cost Charge Bylaw 950, 2016 section 3.1 and 3.2 to increase the value of work authorized by permit and the total value of work possible from $50,000 to $100,000.
