    THAT the Regular Council Meeting Minutes of August 20, 2024 be adopted.

Its Back to School time, so we’d like to remind everyone to slow down when driving and watch for young people walking, cycling, skateboarding and scootering to school. 


We encourage everyone to continue to take FireSmart action by trimming trees and hedges, cleaning pine needles out of gutters around their home, and using the big blue green waste disposal bins placed around the community. The FireSmart green waste bin for the Copper Hill/Clearwater subdivision has been moved from Sherman Dr to 3774 Woodsdale Rd near the rail trail and tennis courts.


The 31st annual Lake Country ArtWalk is coming up this weekend – September 7-8 (10am-5pm) at the Community Complex at GESS and HS Grenda Middle School.  The theme this year is Art for a Changing World. Admission is still only $2.

To seek Council direction on the proposed expansion of commercial uses

Mr. Begoray provided additional information in response to questions from Council related to business operations, use of the boat launch and estimations on increased traffic as a result of offering boat sales at the subject property.

    THAT Council hear from the owner of the property at 15660 Oyama Road regarding the proposed expansion of commercial use.

    THAT the consideration of proposed expansion of commercial uses at 15660 Oyama Road (Roll No. 01878.000 PID: 009-973-656) to regulate the long-term use of the parcel for boat sales and storage be referred to the September 10, 2024 Regular Council Meeting.

To seek Council direction on a proposed Urban Containment Boundary adjustment

  • 2024-09-168 It was moved and seconded

    THAT staff be directed to work with the developer of the property at 11470 Bond Road to prepare the documents necessary to process applications to amend the Urban Containment Boundary, and Future Land Use Designation of the Official Community Plan; and the Zoning Bylaw to authorize multi-family residential development on the parcel.

Update on the proposed Boundary Adjustment with the City of Kelowna and request to confirm how to proceed in obtaining approval of the electors

  • 2024-09-169 It was moved and seconded

    THAT an Alternative Approval Process (AAP) pursuant to section 86 of the Community Charter, be used to obtain approval of the electors for a boundary adjustment that would transfer 5 properties, as identified on Attachment A to the Report to Council from the CAO dated September 3, 2024, from the City of Kelowna to the District of Lake Country municipal boundaries;

    AND THAT a referral letter outlining the proposed boundary adjustment be forwarded to the RDCO and the WFN to share information and provide an opportunity for comment on the project.

Application to support the 2025 thermal imaging camera renewal and replacement costs

    THAT a grant application to the 2024 UBCM-CEPF Volunteer and Composite Fire Departments Equipment and Training stream in the amount of $40,000 to provide fund to the 2025 renewal and replacement of thermal imaging cameras be supported;

    AND THAT the District of Lake Country provide overall grant management.

    THAT Subdivision and Development Servicing Amendment (Schedule M) Bylaw 1241, 2024 be adopted.

THAT Paul Partlo be appointed to the Water Services Advisory Committee for a 3-year term;


AND THAT the appointment be declassified from confidential.

Councillor Irvine noted she is looking forward to UBCM with Council who has grown together as a team. 

Councillor McKenzie reminded everyone ArtWalk is this weekend which is an amazing community event.  

Councillor Brett reiterated ArtWalk is this weekend and also encouraged the community to support the Lake Country Rotary Club Lobster Crawl fundraiser taking place September 20th.

Councillor Patel noted that he recently experienced dangerous motorcycle behaviour on local roads and requested that people please drive safely and respectfully. 

Councillor Reed thanked staff for the road resurfacing on Carr's Landing Road near Whiskey Cove and for the pedestrian light signs recently installed near the local schools. She continued, announcing the following events:

The Carr's Landing Local Service Area (LSA) Water Servicing Strategy meeting will be held September 11th at 6:30 p.m. at Creekside Theatre. The event is open to all residents.

The Lake Country Health, Shine the Light Gala will be held September 12th at 50th Parallel Winery to support Lake Country Health and a community health centre. Tickets are available for purchase.

The Carr's Landing Safer Roads Community Group will be meeting on September 18th at Beasley Community Centre to share ideas and collaborate with residents, Interior Health and staff. 

Councillor Lewis reiterated that ArtWalk is taking place this weekend and reminded everyone that due to Council attending UBCM the week of the September 16th, the Regular Council Meeting will be held next week, September 10th at 7 p.m. 

THAT staff be directed to report back on information and costs related to assuming responsibilities for the Lake Country banners currently administered by the Public Art Advisory Committee (PAAC).

Notice of Motion deferred to a future Council Meeting for consideration. 

The Mayor adjourned the meeting at 9:45 p.m.
